What “interior flooding” means in DC

The 2012 turning point — and the First Street Tunnel

Bloomingdale and LeDroit Park became a citywide story in the summer of 2012, when a series of intense storms repeatedly flooded basements with sewage and sent residents to public meetings demanding action. The events made the abstract problem of combined-sewer surcharge concrete and political.

The District’s structural response was DC Water’s First Street Tunnel — a deep storage tunnel built specifically to relieve the Bloomingdale/LeDroit basin. The idea is simple even though the engineering is not: give the surcharging combined sewer somewhere to put the excess water during a storm, holding it underground until the system can process it instead of pushing it into basements.

The First Street Tunnel is one piece of DC Water’s larger Clean Rivers Project, the long-term program to control combined-sewer overflows across the District. The tunnel has measurably reduced flooding in the basin it serves, but two caveats matter for a homeowner:

  • Relief is not immunity. A storm large enough can still exceed even an upgraded system. Reduced risk is not zero risk.

Insurance: the interior-flooding blind spot

This is where interior flood-prone homeowners get caught. Two coverage facts collide on these blocks:

  1. A standard homeowners policy does not cover flood. Surface floodwater is excluded. Flood coverage comes from the NFIP or a private flood policy — and it is not federally required on a Zone X address.
  2. Sewer backup is a separate add-on. Even within a homeowners policy, the specific peril of water coming back up a drain or sewer is usually an optional endorsement that many homeowners never bought.
